Rosario shooting

I've been in Rosario several weeks now, except for two in which I was in the US. The city is ugly as sin but feels pretty safe to me.

Why is it ugly Rosario please explain?
 
A lot of rectangular, rundown, rusted over high-rises that seem to be inspired by East German architecture, dilapidated sidewalks full of litter and dog feces, and the center of the community is a mosquito infested muddy brown river.
 
Most people know the nice parts of the country are either south or north... Most of the bigger cities are extremely ugly/run down/shit everywhere.
 
I went to Posadas once. It looked totally third world. I was shocked.
 
Argentina has large slums in most cities . There is a lot of poverty here but certainly this is not India, Brazil. or Africa where the slums are one huge latrine . The worst slums are in Buenos Aires province and Santa Fe . Chaco and Formosa are Argentinas poorest provinces
 
Where is it happening? The center of Rosario seems very safe.
