Safe to have packages sent here from abroad?

If you have at least a DNI, and are buying a relatively small dollar amount, it can work.
If you are not a citizen, or permanent resident, it gets a lot more complicated.
I have a DNI, but cannot get a Level 3 Fiscal because, as pensionista, I am not permanent, so right now I am working with a customs broker to import a special sewing machine from India. It requires paying the IVA, 21%, and paying a customs broker, whose minimum is usually 200 usd.
So, for a large special purchase of something that is simply not available here, say, over 1000 dollars, a customs broker will work.
For a small package from Amazon, the IVA will get added, so it will cost a lot more than Amazon in the USA, but it MIGHT work.
 
Yes, but you can ask a local friend to open an account and then you could operate
yourself
