Not quite sure what you are looking for. Is this in Paraguay? Are you wanting the site of the Battle of Tacuarý? Or the town of Tacuara on Ruta 3? If the former, there are museums with artefacts in places where Belgrano marched towards and away from his defeat, if the latter, any bus along Ruta 3 from Asunción will drop you there: ask at the ticket offices in the bus station. If you plan to travel in that region I strongly recommend the Bradt guide to Paraguay which was published last year.
