If it goes ahead, workers who offer services abroad will be able to declare their activity and receive up to US$30,000 per year straight into their bank accounts, without having to convert it into pesos at the official exchange rate.

Though the big local software employers (globant, mercadoLibre, etc…) are fighting it for many reasons which they present, perhaps some are valid. In the end it is because they will lose their monopoly to underpay employees. They give an excuse that only they can provide extras like paid vacations, healthcare, social security, and maternity leave.

lots of vested interests involved for sure.

juntos por el cambio is against it and claim if they get into power, they will eliminate the exchange rate gap, merge exchange rates, would still require pesification, (but USD could still be got via cuevas/possibly official channels).

and then you have the gremios who pushed for registering teletrabajo workers.

I must believe a single floating exchange rate, as done in most successful countries of the world, would be better for all exporters of both services or product. After time it would be ideal for the country, as the exporters invest profits to be able to produce and export even more. Until then this is yet another necessary stopgap which the government only considers for the exporters who have some leverage to fight the current artificial exchange rate. Hopefully if it becomes law, the future government will leave as is, since it seems to be a benefit which also minimizes bureaucracy for the very small independent exporters.
