Unless there is some special exemption for Wire Transfers from the USG to an account holder in Argentina, then for sure the transfer will be converted from USD to ARS when it enters Argentina. I have never heard of any money that is transferred from offshore directly into an USD account in Argentina - all money passed through the central bank and is converted into ARS, and the amount of ARS is credited to the account holder.
