It's the metronome part, which is a special property of elections in all of SA. Never vote for the same party twice.

That practice comes from underlying dissatisfaction with the unchanging situation. And voting against whoever's in power certainly beats violent revolution. (Sadly, though, the parties that come into office aren't much different from those that leave it.)

42% No, but is is good/lit. "better" to pay the usual (No, pero es mejor a que lo pague el usario)
32% No, [the state] should not subsidize (No, no deberían otorgarze subsidios)
