CABA was set up to gerrymander a reliable right-wing base of richer older grumpier voters, and the corollary is that PBA was set up to fail, cut off from its richer constituents and businesses, with more citizens than many countries, younger demographics, and with an immense area to govern.

Not that anyone is interested, but a North BA, and a South BA, dividing the GBA urban area and including the north and south parts of the province, would seem to be a much better solution to me. Maybe with a Far South BA administered from Mar del Plata.
