Who's talking about "Blame". What is "blame". Let's take a look.
1 : to find fault with : CENSURE *the right to praise or blame a literary work*
2 a : to hold responsible *they blame me for everything* b : to place responsibility for....
No one is to blame for anything. So lets abolish the courts, the legal system and the police. [please don't blame me for what happens next]
 
There are things Esteban could have done to avoid this, and surely from now on he will be paranoid as hell and never drive with the windows down ever again. These situations need only happen once for one to learn that lesson.

Yet, it's very sad that we have to go around distrusting everyone we see on the streets and look over our shoulders every time we leave our house. One would think that as honest, hard-working citizens we should at least have the right to live in peace.
 
A victim is never to blame even if they unknowingly made it easy. That's like blaming a woman for being raped because she drank too much at a party. My ex had a knife pulled on him in Parque Leezama at night 16 years ago. I told him he was an idiot for walking through that park at night, but he wasn't to blame for this guy holding a knife to his throat. What's unfortunate is that someone can't enjoy a city hosted event without being a victim of a crime and what's even more sad is that people have become complacent and have now accept this as the norm.

Naive and unworldly at best

Naive and unworldly are the words I would use to describe anyone who would go to La Boca at night (unless they live there and don't have a choice).

PS: Here is the second best (if not equally good though extremely blunt) post in this thread:

Did you come here for sympathy? You got some. Did you come for advise? You got some. Or did you come here to tell everyone to stay the hell out of la Boca 24/7 all day everyday. I get it. But next week someone will be here crying about being robbed in la Boca. [same as the 200 before you]

But this isn't war. This is just one example of the actions of thugs who chose not to be part of the civil society, which, to a great extent Argentina still has.

There's just less of it in La Boca.
 
According to the papers, there were 200,000 people in La Boca that night to see the fireworks.
And yes, there were lots of police there. But 200k people is a LOT. Many of the streets were completely full of people, before, after, and during the show. Almirante Brown was like Calle Florida- no cars could move, with tens of thousands of people filling it.
Police on one side could not easily cross to the other. Most of the people, and the police, were on the other side from Neococha, where this happened to Esteban.

Macri didnt do this- PROA did. Of course, the city allowed it, but this was an art project, sponsored by and initiated by the museum.
Plenty of other things to blame Macri for, and the crowd control was terrible. They should have closed off all the streets nearby, set up parking in one of the big lots down by the port, and run shuttle buses for free. They allowed gridlock, and the whole area was impassable for hours and hours. We ended up walking all the way to San Telmo, as it was impossible to do anything else. People with cars would be stuck until late- and thats when the predators would come out, and pick off stragglers. It was perfectly safe to walk on Brown just after the fireworks- but to be on a sidestreet, a couple of hours later, would be sketchy.
