The government decided to NOT change the clocks.... about 10 days before the change was supposed to take effect.
The programmers at Microsoft, Apple... didn't know that this kind of stuff happens in Argentina, so they programmed the software to change the clocks on the computers when it hit midnight on October 17th/18th.
The internet does NOT say that it's 16.42.
