Sure, what about to free the usd market? A different exchange rate is what tourism and the whole economy needs.

Rearranging deck chairs already; if the VAT of 21% is too much for tourism, wouldn't it be too much for the entire economy? Or could it rather be that the peso is massively overvalued? Inquiring minds want to know.
 
Foreigners already do not pay VAT on hotel accomodation, and for purchases of goods they can get a VAT refund at the airport (similar to Europe).

Regarding domestic air passengers: Is 13% up in April 2025 vs 2024 (e.g. above 2023 levels)

A 10% reduction on IVA for tourism and leisure activities would be welcome to stimulate demand, but let's not pretend it has to do only with inbound tourism decline (who honestly would hardly even notice it vs status-quo) and will thus help inbound tourism or that tourism is "dead".
