I don't really claim to understand the whole process, but doesn't a tax treaty prevent double taxation on income by both countries?

A US Tax Treaty is a major big deal if a person holds US Stock which pay dividends, the IRS Withholding Tax for a country with no treaty are 30%. the Withholding Tax for a country with the treaty are 15%, the tax are extracted at the exchange directly when dividend are paid.
