I believe that the US Embassy hosts an IRS representative every year around March to help US citizens with their taxes. The information on this page says to email Buenosaires-ACS@state.gov for more information... I know it's past the time that they have the rep in, but maybe they can provide you with a list of names or organizations that can help.
