Per Washington Post article of 1 April, in order to obtain the relief check as authorized by the US Congress and signed by the President, Social Security recipients must file a tax return, regardless of whether or not their income is under the minimum for required filing. No tax filing, no direct deposit of the $1200, US residents and expats alike. Perhaps the blow back will be so furious the IRS will amend the guideline mandating tax filings for the poorest or most infirm among the population.

The information I read said referred to a filed tax return: for year 2018 or 2019 What they are NOT saying is that you had to of filed for 2019.

Please do not call the IRS about this. When more specific details become available, we will update this page." So they don't know at this time if you file a 1040-SR, as they have not locked in what will apply.
 
According to Treasury Secretary Mnuchin, social security recipients will not have to file if they, due to low income, don't file. They will get a stimulus check. Go to thehill and read it.

Read a little more carefully. At IRS.gov it specifically states the following:
Social Security recipients and railroad retirees who are otherwise not required to file a tax return are also eligible and will not be required to file a return.
