If I enter on a foreign passport with say $1K Usd cash..and i don't spend it all can I exit with some of said cash easily? Or will it be a quilombo with Afip...?

Yes. You can exit with ALL of it without any issues. It is your money. Your brought it in and you can leave with it, no issues.

Just don't exchange more dollars into pesos than you need. They'll let you buy pesos very easily, but buying dollars back is the challenge (and where AFIP comes into play.)
