using ATM cards

I took out 600 pesos yesterday from Banco Industrial using my chequing account from Td Canada Trust (one of the five national banks in Canada). No problem at all. I don't think the bank in Argentina matters it most likely has to do with you bank in your home country as I have had no restriction in Italy either.
