My wife's family are all Neuquen teachers. Her sister got rear ended last year and suffered whiplash and some backpain. She was able, through monthly extensions, to take 90 days off for "psychological trauma", which strategically ended at the end of the school year for summer break. In total she was able to take 5 months off. My wife's brother has a spouse who is also a teacher. She was able to take a month off for a breast augmentation surgery.Every worker should be allocated some minimum number of "sick" days. People get sick, or their family gets sick, or some other errand task requires a day away from work that does not penalize without pay. Without that leeway, you have sick people in the workplace, or people not working at their best because of non-work thoughts and concerns. In this case described the government is suggesting 3 days per semester is reasonable. Basically that is calculated into the workers salary. The bonus reward is an extra if the worker does not take the days they should have taken off.
Now, obviously this is just a small sample of anecdotal stories, but coming from an American who was never provided more than 10 days vacation per year and 3 sick days by an employer, I would hardly qualify teachers in Neuquen as victimized children.
