Hmm... cell phone companies. I don't think there's anything else I hate more than cell phone companies here in Argentina... 
Anyways, you may have to call their customer service line and ask for a reset of your voicemail (buzon de voz). But before you do that, you might want to try registering your account on their website:
https://online.movistar.com.ar/abonado/registracionPaso1Input.do
If I remember correctly (from when I had Movistar a looong time ago), the web account may let you setup your voice mail PIN. It's worth a shot.
