I've been here less than a month, but I've had 3 business/networking email encounters similar to this.

Porteño: Welcome to Buenos Aires! I love your work, amazing, so much talent, we must collaborate on a project, very excited to meet you.

Me: Thank you so much. Yes, it would be great to meet you in person too. What is your schedule like this week? Let's meet for a coffee(Starbucks).

Porteño : Yes, I'll let you know.

Then ... never hear back ... it's like a weird black hole.

In Rio, you set the date/time but get stood up ... but here ...

Am I saying something wrong? OR is it just me lol
 
You need to get back to them... Even though they promised to "let you know"... In Argentina that doesn't mean much so keep contacting them until you get a meeting. It's the same for anything here, you just have to be persistent. Beyond that I can't guarantee they'll show up, that depends on the person... Good luck!
 
You are a new person in their life, and therefore at the bottom of the priority heap of a long list of family, friends and business relationships. You must be persistent. You will get flaked on repeatedly. Keep trying.
 
I have found that Argentines do not like setting anything up by email... email has never gotten me anywhere. Calling and talking to them directly usually produces much better results. :p

Here you have to follow up yourself, nobody here understands what follow up is. Just a cultural thing (a very annoying one) but dont take it personally.
 
In my personal dealings here, I've found that 'let's meet for a coffee sometime' actually means 'I've enjoyed our interaction and would like to end it on a positive note by implying that I look forward to continuing this cameraderie in the future, although I have no intention of acting on the offer in any way.'
And this is not because they don't like you, it's because of what Don'tMindMe said about their list of priorities.
I agree with the others, if you want to meet up with them, be proactive, ring them and organise a specific time and place (and then expect them to be late).

there are so many nice cafes in buenos aires. if starbucks is what you want, why did you come here? just curious...

There are gorgeous cafe's here, however the actual coffee has been quite disappointing...I was NEVER a fan of Starbucks back home, I've actually called it a crackhouse because everyone is so obsessed with it ... HOWEVER they do have soy milk and know how to steam it properly. I am STILL on the hunt for my perfect coffee spot;)
