I used the term to refer to non-hispanics while I was down there, since I was focusing on getting as much interaction with native Spanish-speakers. There's especially A LOT of study abroad kids from the US and Europe that like to pregame at Sugar before walking over to the boliches in Palermo.

I never really found too many good happy-hour spots that weren't full of foreigners. I would mostly go to them just to get a decent beer in the late afternoon (Gibraltar, Antares).

I think it's pretty fun to go out in places like Flores, San Cristobal, Ramos Mejía, etc. Those places have the hardcore, gritty argentine nightlife, and 10 peso liters of beer, 1 liter plastic cups of fernet & coke, etc. You'll also see things out there that you'll never see in places like Palermo and Recoleta.
 
I went to Bar Cilantro (Anchorena 1122 in Barrio Norte) the other day and they had pretty good happy hour specials. 12 peso liter pitchers and half off all drinks and appetizers. Had 1 pitcher, 2 fernets and coke and 2 appetizers all for just 58 pesos. Not bad at all.

to sum it up, kansas and benihana have great happy hour deals in term of price and quality. some pubs on reconquista have good 2x1 also.

I went to happy hour at Benihana just before Xmas and while I was pleasantly surprised by the price (especially for Palermo), the cocktails were nothing short of revolting...literally vomit-inducing revolting. I got some kind of berry margarita. It tasted like rubbing alcohol mixed with canned sweet strawberry pulp...and my husband's cocktail was just as foul. I actually sent them back (something which I never do - I've consumed some pretty bad drinks in my time). I'd have been dismayed if I'd experienced those drinks outside of happy hour.

Sugar does a reasonably priced HH... but last time I was there (over a year ago), they used "national" spirits...pretty bad but not as horrendous as Benihana. I think they have decent beer offers though.

I've heard the Kansas happy hour is good. I used to go to Milion's happy hour a while back. Their drinks were always high quality, using more natural ingredients and decent quality spirits, but they're not cheap. I'd rather pay 4/5 pesos more though and get something that won't corrode my stomach lining.
 
I'm always surprise to see so many posts about the lack of quality put into drink mixing in BA. I remember before every visiting BA, hearing about all the time put into making drinks and how it was an art, this and that, not about quantity but quality.

Everybody gets so excited about how strong they make their drinks at sugar and I always point out that the alcohol and the mixers probably have the same cost per liter.
