You're probably correct but the (mis)placement of the number 2000 is highly unusual.

Doubtful it's a forgery. Why bother for a bill worth less than 2 USD

I looked in my wallet just now and I have both types. I'd never noticed that before but they are such low value that they are not worth noticing. I looked just now for some sign that they might have been series one, series two like US issues but couldn't find anything
