Where to buy a VisaAmexMC gift card containing USD?

Hello All!

I'm sure I am not the first and will not be the last to need an answer to this. I need to buy a gift card containing USD. In the US you could just walk into any store and buy this but not here.

I am leary about buying it online.

Mercado Libre seems to only have gift cards for Amazon and itunes.

I don't think prepaid Visa/MC cards exist down here like you are describing. In the US these are purchased at grocery chains or retail stores by debiting your US bank account to "charge it" at the cashier. Exactly how would that be done down here when retail stores can only charge you in pesos?

If you don't mind detailing, what is the purpose of the card? Perhaps there is an alternative.

I wonder what would happen if you walked into any store in the US, say Walmart, and asked the cashier for a gift card containing rupees. In India, you could just walk into any store and buy this.
