Which bank should I use for a new account?

Haven't there been a number of previous posts that make it clear that when the names of foreign and Argentine banks are the same that they are not legally linked in any way?

Yes, I think so. But I don't recall seeing as comprehensive and understandable explanation as this one before. I've posted on the incompatibility between HSBC Argentina and HSBC UK before - but from the point of view of a frustrated user, not as a banking industry insider like Karla. At least I'm presuming you are an insider, Karla - am I right?

Yes, in fact many of the unfortunate folks who lost most of their life savings had specifically chosen Bank Boston, Citibank etc even though they paid much lower interest rates than the so-called local banks because they felt confident that the U.S. headquarters would always guarantee the deposits. This is one of the saddest ironies of the 2001-02 crisis. The U.S. offices of these banks basically washed their hands of any responsibility and this was great shock to many.
