I think it also has to do with lack of infrastructure, equipment to fight (water planes), very dry environment, winds etc.
In many countries rural fire services are made up of volunteers or reserves of volunteers.

However, for clarity, I am not suggesting that they are not deserving of higher wages. I do believe they deserve higher wages.
 
People also completely ignore the rules about open flames, smoking, and campfires. In Chile it's so bad that in Torres del Paine when I went they had a big form telling you in English and Spanish how they'll sue you for any fire, big or small, caused by negligence, accidents, or ignoring the rules.

They have always had less than what is required to fight the annual fires, though now it is worse. The past two years have seen a purge of federal workers who would have been there. Plus the removal of necessarily financial and material support.

Even the California fires required support from some additional Canadian water bombers.

Hopefully Argentina and Chile invest in the required equipment for the future. If North America has been any indication, the forest fires will continue to grow and become increasingly difficult to contain in the future.

Where the Federal government steps back, the provinces were supposed to step up. This becomes controversial, but I think in part it might force more discussion on real tax reform. The country needs a major overhaul but it has to be done together with the provinces. They need to get away from the Gross taxes, and move to more income based taxes. It also comes down to the population, if they want to not pay taxes and continue on the a significant fraction of the economy being informal, then services will be cut.
 
Not volunteers, like in Chile?
Good question. The article does not mention. Argentina does have a strong network of all volunteer fire fighter companies throughout the country. Many towns have these volunteer bomberos with a dedicated fire house. Chile too, I know. But does either country have ones that are dedicated to fighting only forest fires?
On Thursday’s Official Gazette, the government published Resolution 91/2026, a series of measures implemented by the security ministry aimed at strengthening the nationwide volunteer fire department system.
Chief among the the recourse presented is the transfer of over AR$100,000 to be distributed among 1,062 associations. The funds are earmarked for the purchase of equipment, materials, clothing, and other items necessary for firefighting and civil protection, as well as for their maintenance
