Some are probably already aware but I just saw this --they've added 2 additional "Puestitos verdes" especiales that accept batteries, phones, old electronics etc

Not all of the recycling posts take them so have a look, hopefully they will add more soon. The others accept plastic / metal tins / glass etc.
 
I'm going once or twice a week to our neighborhood Punto Verde at Jujuy and Mexico to drop off recyclables.

As noted above, there are only TWO places so far that accept small electronics and batteries -- one is in Parque Centennario in Caballito.

I attended a neighborhood meeting at a public school recently that was hosted by Horacio Larreta to answer questions. One lady asked about where to dispose of small batteries. I learned that the Comunes are now accepting them for disposal. Buenos Aires is organized into 15 communes. Each has a say in the green spaces, maintenance of sidewalks, asphalt and auditing the use of public space. http://www.buenosaires.gob.ar/comunas

These neighborhood meetings are worth attending; I've attended three times. You'll receive a recorded phone call a day or two before the meeting in your area with a phone number to call for the location. They're held from 18,30 - 20 hs. Call 3724-6521 to say you want to attend. They'll take your name and phone number in case the location hasn't been set. They hand out a form that you can fill out if you prefer not to speak publicly at the meeting. I asked if I could write in English about a problem I wanted to relate and was told it would be translated by someone in the city government.
 
For the past couple years the local Rotary Club has placed used battery collection containers in various businesses (probably by Rotarians who own the individual businesses). The nearest YPF plant (where they sell 10 & 45 kg garrafas de gas and dispatch trucks to places like mine to refill larger tanks) also collects them. I have yet to see any collection locations for small electronics.

PS: If Rotary International is the catalyst for the drive to collect used batteries, perhaps there are also businesses in CF that will take them.

It answered my question about recycling aluminium tubes which the guy at Punto Verde said were not acceptable because they contained residue. I can provide information from the site the next time I drop off some.
 
If anyone attends Sabe la Tierra in Florida (Vicente Lopez) on Saturdays, they collect plastic, paper and aluminium/tin. It is not a government sponsored thing, I am not sure who decided to collect and what happens to the recyclables.

gives the current dates and Comuna location that the van is stationed from 11-19 hs. to collect electronics.

You can drop of 3 items with accessories: netbooks, notebooks, telephones, tablets, ipods, photo and video cameras, portable radios, walkmans, discmans, keyboards, mouses, watches, remote controls, DVD reproducers, MP3 reproducers, videogames, cell phone chargers, pendrives, microphones, webcams, calculators, modems, external hard drives, CPUs, monitors.

Small electrical appliances: irons, blenders, hair irons, hair dryers, electric shavers, coffee machines, juicers, toasters, processors, coffee grinders.
