Yes, cheap!!! Sucre is really wonderful if you are on a budget. It is beautiful, the weather is fantastic, the food is great, it is safe, the people are nice and friendly, and there is enough of a tourist infrastructure so that you don't really have to sacrifice comfort.

Bus tickets between the main towns (Santa Cruz, Sucre, Cochabamba, La Paz) are about $10-15 USD... although I'm flying and tickets are about $75 between each place. Semi-decent hotel rooms (definitely not 5-star but with internet, TV, private bath, breakfast) are about $20-$25, though obviously hostels would be much cheaper.
