I had the same problem last year. I had to go to Banco Ciudad and pay in person. You just have to find a lull during the week where the lines are shorter.

Only good knows depends on time of the day, day of the week, time of the month, branch chosen... a USA Mastercard would do , or any other international bank...

No..USA Master card..does not work.

WHO SHOULD PAY THE SERVICES AND TAXES? According to the Civil and Commercial Code, the tenants pay for the Lighting, Sweeping and Cleaning (ABL) and the water, electricity and gas services. For its part, the owner pays the taxes levied on his property, such as the real estate tax. It is necessary to bear in mind that the ABL and the real estate tax are included in the same payment slip. Occasionally, the tenants pay both taxes, even though only the ABL is for the contract.
