I have a friend who came to visit me recently and I have heard that you can get a refund on the $150 Tourist Visa she initially paid at EZE. Is this true, if so how do she go about doing this?

Can't be true. If she's a U.S. citizen, she would have paid $140 USD. (If she paid $150, maybe they refunded her $10?) This fee is charged to U.S. citizens because the U.S. charges Argentines $140 USD for tourist visas. Argentina is currently not a visa-waiver country, and it hasn't been since February 2002. The Visa Waiver Program (VWP) allows the citizens of certain countries to travel (Not to enter; this is decided by U.S. Department of Homeland Security) to the U.S. without a visa. The Government of Argentina is reportedly trying to convince the U.S. Embassy in Buenos Aires to advocate for Argentina's re-admission into the program, however.
 
Maybe you are confusing it with the refund you can get at the airport if you purchase goods here? You can get a refund of IVA on any purchases made here if you are visiting. But there is no refund for visa.
