Any way to help an Argentine friend get US dollars?

Most Expats change at the Blue rate and get skinned by dealers that gain 40 cents or more per Dollar in the buy-sell operation . While expats that have pesos and need dollars pay 6.50 or more per dollar?
No way to cut the middlemen and agree on a rate for a win-win transaction?
Any ideas ? An Exchange Board?
