Are student visas being processed inside Argentina right now? It wouldn't surprise me if I'm able to travel to Argentina prior to the consulates in the US begin accepting visa applications.

Oh ok. I imagine that you have to already be in the country to be able to use it right? Otherwise, what would have been the point of waiting all this time for the US consulates to begin processing visas.

If I understand correctly, you need the Aergentine criminal report to start the process using RADEX, and you must be in the country to get one.

Do you mean the criminal background check/certificado de antecedentes penales? That can be done at most consulates abroad, but actually getting an appointment can take a while.
