Not uncommon in natural resources industries for companies to refocus.

Its probably a good thing actually that the resources and companies are now owned domestically, rather than owned by international companies with profits leaving the country. These are also singular events but don't necessarily have impacts on economic activity in the case of already operating businesses.

The larger investment projects that fall under RIGI scheme take time to engineer, procure, construct and commission.

Nobody sells a wildly profitable company. It’s a lot more likely the companies just aren’t very profitable.

That's not always true.

It's pretty common for mining/resource companies to reorganize, focus on different regions or metals, divest non-core assets to fund capital expansion in other markets or existing or new sites or issue dividends or pay debt, etc.

Edit: if that's your opinion then why would someone buy it? Obviously they see value or opportunity.
