Argentina's New Tax On Residents Global Wealth

Uruguay has a tax treaty with the US, and levies taxes on a geographical basis: only income generated locally is taxed. Quite a few people are now moving their fiscal residency to the other side of the river.

How do you move fiscal residency? Wouldn't you still have to actually move out of Argentina?
 
I don't know the exact rules, but it includes a limited time in Argentina. There are firms who handle the procedure, for a fee.
 
It looks as though the failure to pass the budget could (depending on how the government plays it) lead to the rates at which the wealth tax (bienes personales) is levied on 31 December 2021 falling back to the much lower rates that applied during the Macri government.
