Born in the province of Córdoba in 1948, Blejer moved to Israel when he was 19 years old and received an economist's degree at the Hebrew University of Jerusalem. Then, he did a PhD in Economics at the University of Chicago, in the United States, where he was a student of Milton Friedman, among others. Between the 1980s and 1990s he held high positions in the International Monetary Fund (IMF) and in the World Bank.

For a brief period, between January and June of 2002 and in the worst of the economic crisis in Argentina, Blejer was president of the Central Bank of Argentina, where he had to manage the exit of the convertibility
