Hi!

We tried to get pesos (or dollars) from several ATMs around the city and it did not work. I'm wondering if there is any restrictions on getting cash from the ATMs with a foreign card/bank. Any idea about it?

If you use the ATMs in BA, you get the official exchange rate. You loo$e big time.

I was able to withdraw 2000 USD in one shot from an ATM on 9 de Julio last day. Dollars are usually available everywhere at ATMs in Argentina.
As for restrictions: strictly none, no restrictions at all, whatsoever.
Yes I was withdrawing gold ingots in San Isidro today.
 
Shhh, don't tell them about the secret password needed/Campora Card. We don't want these pesky democracy hating foreigners stealing our Evitas! Cristina 2015!!!

All joking aside, you should be able to get pesos, but sometimes your bank will put restrictions on your card when it suddenly shows up making withdrawals in a foreign country. You could try calling your them and make sure they know you're traveling here so they can reset the red flag status.
 
Citibank ATM would not work for me, but BBVA Frances next to it did work (for pesos).
