Bans on temporary rentals -- legal?

Who was it said "Argentina has the best laws, but the worst enforcement"

There are no pets allowed in our building apart from the labrador on the third floor and the chiwawas on the fifth.
I don't see anyone going to prison, getting thrown out, or getting fined.
That usually happens when in some buildings owners do not care to go to the meetings, etc and enforce the building rules...

I agree that each building should enforce their own rules. In regards to temporary rentals I can understand the concern that some have of short term renters who are in party mode. There have been numerous cases of robberies where a renter brought in company for the night and took the building keys with him meaning that the cerradura had to be changed .

From a local's perspective I have also seen that they view foreigners frequently as loud, partying (i.e. drunk or drugged), bringing lots of unknown people into the buildings, and generally creating a lot of havoc in the building for the regular tenants who might be quiet, family types. As much as I don't like the idea of them banning short-term rentals, I can see why they may want to.
