best iphone service carrier, SUBE card

hi all,

two quick questions:

1. mobile company for my iphone?
2. is obtaining a SUBE card easy?

I would like to know the answer to Q1 as well, I have an iPhone but will only be living in BA for one month and wondering if short-term service is feasible, and who the best provider is.
 
Problem that 3G traffic is congested in Capital, the 3 carriers have 3G problems....
This has been like this for the last few months.
