Calling Uruguay/Colonia Cellphones

Here's a long shot, but does anyone know how to call a cellphone from Colonia, Uruguay? I need to contact a bar owner who gave me his cell, and on his card it says his cell is: (099) 966###.

I've used skype before to call a Montevideo cellphone, but I couldn't make it work for this number. I also tried calling using an Argentina cellphone but I couldn't figure it out, with country code, etc.

If anyone has any suggestions, PLEASE let me know. Thank you!

From an Argentine phone, dial 00598 and remove the 0 before the 9. In this case: 00+598-99-966###
