I could be wrong but I think you would need permanent residency to vote in the *local* elections, which are only three days away...and if you're asking now it probably means you're not registered to vote...which is another process I have no idea about.

Only Argentine citizens entitled to vote in national elections.

If you are there, simply go voting.
If not (and you you should can) you could claim until eaarly may/jun

ok, I have a 12 months DNI and I am not on the list, so I guess the answer is no.

Actually, it seems like he doesn't.

But I can't find actual results. (Maybe I'm not looking in the right places.)

What I can tell:

(1) Macri crushed the competition.
(2) Macri did NOT get 50% of the vote, so there will be a runoff.
(3) Macri had a 19% advantage over Filmus.
(4) Filmus had the 2nd largest percentage of votes.
