My wife manages our rental properties and she has a list of nationalities she chooses not to rent to. A very thorough vetting process , I must say.

As for Columbians , I believe some have been involved in strong armed robberies in Buenos Aires. With such knowledge , I would be very hesitant to publicly specify the fact they are not welcome , as then you invite yourself to become a target. PC or not , to me it is just stupid.

Columbia is a very reputable institution, and there is probably not the critical mass of exchange students for them to engage in strong-armed robberies (which, of course, no Argentines would ever do).

I have the utmost respect for the country of Columbia. Never heard it referred to as an institution though. Although Columbia University in New York City is a very reputable institution. Also not sure your reference to exchange students being strong armed bandits. Those ( strong armed bandits) would be hardened criminals. I do not know the intent of the owners in posting the sign , or at which Columbians it was directed. I would hope not students of Columbia University.
