Culinary Arts programs in English?

My brother will be moving to Buenos Aires soon for a one year stay with us and would like to enroll in a culinary arts program while he is here (preferably a 3-10 month certificate program).

He speaks no Spanish, which rules out a lot of the great cooking schools in the city, unfortunately.

I did come across a few places that give instruction in English, but I think they just offer short-term courses:

Can anyone recommend a good school/instructor that gives intensive classes in English and that does not require foreign students to have student visas?

You can search through this forum for English teacher, English tutor. I read a lot of threads that included names of teachers with good recommendations.
 
Thanks but he speaks English perfectly fine, he's from the US. I'm trying to find a cooking or photography program in English that is about 3-5 months long.

I met a girl from San Francisco and New York last October, she belongs to this site. If she is in BA, her nickname is redburn, or something like that, She is a photographer.
 
I know a cook, who is very well known, she has a catering company and also works at Utilisima TV channel.

Sometimes she works with a tourism agency and gives classes in English to visitors about argentinian food, because that is what is on demand.

She gave me a class within a group to cook sushi, Cecilia was very nice, knowledgeable, and the time flew.

I know an american photographer who is moving to Buenos Aires. He wrote to me:" What sort of lessons are they looking for? Introductory lighting/studio/landscape? I do private lessons here in NY and am more than willing to continue in BA if they are interested..."
