I found that Banco Piano normally gives the best rates (not at the airport though!). There are 3 that I know of, one in Cabildo (Belgrano), downtown (San Martin), and I think I saw one on Scalabrini Ortiz near Corrientes...

Banco de la Nation usually are as good as anyone for rates..... The queues can be a pain, but once mastered, you will be OK. Take a tourno and wait patiently.....
