I wonder what the poison was, they should be able to find that in an autopsy and then use that to find the poison on the street. Rat poison while not part of a balance breakfast will generally not kill a dog.
 
From the article it seems the vet might be testing? Initial guess is strychnine or rat poison.

It would be ideal if the videos showed the culprit(s).

Antifreeze would have to be drunk by the dogs. Stray dogs I could see that happening to, dogs being walked, I doubt it. There are lots of crazy people out there. I hope that they can find the answers on the security cameras.

Yes for the most part they do. However the toxic component, is very volatile and spred thin will quickly evaporate. The real danger is that dogs grab a bottle or container filled with it.
 
Our poor 4 footed friends! There are so many 2 legged "rats" which havent found the poison yet in this city! I wont say any more!
