Ok, it looks like the answer is no. However, if there is a time change and I show up an hour late on Monday morning I'll just say I'm on "Argentine Time."

They haven't changed in a while, but it's a year by year decision if I recall correctly, and also the provinces can each decide on their own I believe. Since it's springing forward though, you wouldn't risk being late, just early!
