Does anyone know if I can open a bank account on a tourist visa?

I was wondering if you guys might know the answer to this. It would make my life simpler...
 
In order to open a bank account you need a DNI, an Argentine ID issued only to residents..

A few years ago, you could open a bank account in Uruguay with only a tourist visa. That may have changed.
