I've been here for about two years now, and don't know a whole lot but it seems as if the Blue Dollar rate has stagnated the past few months (or dropped). Is this a fairly normal cycle? I know about the Chinese currency exchange which is keeping the rate low, but I was just wondering if someone with more years of experience here would have some more insight. Thanks.

They are keeping it artificially low by flooding the blue market with dollars from their reserves. It's all for show. They won't be able to keep it up much longer. The rate will go over 20 or more this year.

Hard to say what's going to happen. The blue dollar seems like it's been around forever, but it's only been 3 years.

My MIL told me it was like this when she was my age (this was 30 years ago - in the '80s). She said whenever she cashed her salary in pesos she went to have it converted to USD in the cuevas to save in USD. Then she converted back the USD into ARS whenever she needed to use her funds. This parallel value market stopped for a while, but it is nothing new in Argentina.
