Hi, i would like to know if you pay in dollars and you can´t buy them, do the owner charge you in dolar blue?

So Uss500 would be $2735 instead of $2235?

They will charge you at the price they can buy them for. So, since there are many restrictions to buy dollars at regulated rates, they will for sure charge you the highest rate.

Assuming they don't want to provide you with their tax number, they should be willing to accept the actual exchange rate.

If they are insisting on more, then they should be willing to provide you with their tax info number. Probably they are more interested in getting the cash and not declaring it as income.
