Many Argentines are like that. I know someone who just got SERIOUSLY cheated - lost all his savings due to corruption. Not his fault at all. There are good people but most don't seem to have consciences and have no interest it how cheating affects other people. I don't think it is worth taking this to tax authorities, etc. You aren't going to change a culture. I would tell the owner that I'll pay the official rate to BUY dollars at the time of payment. That's all. Then if the owner is not happy, leave. Ask for your money back. If you don't get it then tell her you are going to the Secretary of Consumer Defense and the tax people. She'll give the money back. Do you really want to rent from this creep? If she is like this now she is going to find other ways to cheat you - maybe won't return security etc. I'd find another place.

You call Susana a "bitch" while I have met her on a number of occasions and know she gives more to charity than CFK ever did and happens to be a very nice woman. I'm not sure why it's so hard to believe that perhaps BOTH Gimenez and Kirchner are out for themselves and tax evade. There's enough corruption to go around - from the peasants who work in negro to avoid losing their welfare (and the individuals and companies that hire them), to the celebrities and politicians who launder money and buy luxury items and housing overseas.

I never said I met her at Charity events. And while I do on occasion attend events that certainly doesn't put me in the 1% (it makes me charitable)

And give up the 1% bullshit. There are only 2 types of people on the planet...creators and takers. The "1%" and the "53%" (since I assume we are speaking in US terms) are the creators. The people that contribute zero to society and steal from the rest of us are the takers. YOU have the choice which you want to belong to.

Had I encountered any problems, my first line of defense would have been to send an email including a link to this thread with the mention that I was prepared to take this further.

I am happy to report that this will not be necessary. I did go to this office (while it was still light out). The place of business is legitimate. There was an envelope waiting for me along with a receipt to sign. I stepped into an office and confirmed that the amount was correct. Hopefully, the bills aren't counterfeit (they don't look it).

I am breathing a lot easier now and have some leads on apartments.
