....What are the three levels of rate segmentation?
1. High-income segment. This group will receive a gradual reduction in subsidies, in bimonthly thirds, until full coverage of the cost of energy is reached by the end of 2022. They are those households that declare that they meet at least one of the following conditions, considering all household members: Total monthly household income equal to or greater than $350,000 (i.e. 3.5 basic baskets for a type 2 household according to the INDEC index). Own 3 or more vehicles less than 5 years old. Own 3 or more properties. Owning a boat, a luxury aircraft or owning corporate assets that externalize full economic capacity.

2. Middle-income segment. These are households that declare that they meet at least one of the following conditions, taking into account all the members of the household: Total monthly household income ranging from $100,000 to $350,000 (between 1 and 3.5 basic baskets for a household type 2 according to INDEC). Owning up to 2 properties or not owning any. Own up to 2 vehicles less than 5 years old. Not owning aircraft, luxury boats or corporate assets that externalize full economic capacity.

3. Low income segment. These are households that meet any of the following conditions, considering all the household members as a whole:
Total monthly household income of less than $100 thousand pesos (1 basic food basket for a household type 2 according to INDEC).
Owning 1 or no property. Not having a vehicle less than 3 years old, except for households in which there is at least one partner with a Single Certificate of Disability (CUD). Not own aircraft, luxury boats or corporate assets that externalize full economic capacity.

In addition to the three categories of users described above, the Gov't determined cases in which households may be excluded from the segmentation: Households with electro-dependent persons, registered in the Registry of Electro-dependent Persons, will be exempted from the segmentation of electricity tariffs and will not have to register in the RASE. They will only have to do this procedure to request the segmentation of the gas service.

it will be interesting to see what comes of it, the campora were extremely vocal when utilities were increasing during macris government and used it to turn sentiment against them and they were successful with that. the govt now are reluctant to do anything that will cost them votes regardless of what the economic cost is.

Tariffs: Silvina Batakis will apply the segmentation scheme defined by K officials. The Minister confirmed the Energy Secretary, Dario Martinez. There will be an increase in tariffs, based on a formula to be worked out by the Undersecretary of Electric Energy, Federico Basualdo. The future of the increase in electricity and gas tariffs, through the removal of subsidies to the higher income sectors, is being interpreted in different ways. The Minister of Economy, Silvina Batakis, emphasized that "we are working with the decree issued by the President to the Energy Secretariat". This regulation indicated the procedure to be followed with the "segmentation", which is the increase in the price of public utilities that will be applied, in principle, to higher income consumers.

But the decree referred to by Batakis established the creation of a "high income" segment. The methodology to determine it was in the hands of the Undersecretary of Strategic Planning of the Energy Secretariat. That position was in the hands of Santiago López Osornio, an official who reported to Martín Guzmán. López Osornio resigned and his segmentation model seems to have become obsolete.

Batakis said that "there will be no changes" in the segmentation decree. "Resources are scarce. There is a good part of the population that is able to afford to pay in full for the services they are consuming," she said. Basualdo had already worked on a segmentation scheme, prior to the presidential decree. There, the removal of subsidies was aimed at areas of 13 neighborhoods of high real estate valuation in the Federal Capital, two halves of San Isidro and Vicente López plus private neighborhoods and country clubs. The Gov't would return to that scheme if Batakis intends to move forward. "The segmentation sought by Guzmán will not be used. A new model will be worked on," said an official source.

Guzmán sought the removal of subsidies to households with incomes over $ 350,000 per month. That recipe did not please Basualdo. The increase in electricity and gas will be 21% for low-income sectors and 42% for middle-income sectors....
