Entry Fees

Who exactly was going to be charged the fees? Was it every citizen entering the country or just nations that need a visa to enter Argentina?

It's a reciprocal fee. Any country that charges Argentine citizens a visa fee would have the same fee charged to their citizens for entry into argentina.
