My argie husband never pays bribes on principal, but he also has everything in order. He got pulled over the other day and dared the cop to start checking his paper work as he had everything in order. They let him go without checking.
But like you said, it depends if you have time to fight or not.

This cop should lose his job. Insisting on dollars, instead of pesos, when taking bribes is grounds for immediate dismissal!

have you spent any time in argentina? paying the police "directly" is the norm, whether it is instigated by you or them. I'm not agreeing with it, i'm just saying it happens with tremendous frequency and is part of life here.
 
Bribes are a way of life here.
It's odd that I should moan about corruption here, but then happily accept it should it be necessary to oil the wheels.
