This neighborhood is "Facultad de Medicina" named after the Medical School of UBA. It is not a "bad" area nor is it particularly unsafe. At the same time it is not a highly desirable area. The three rules of real estate anywhere in the world are : 1) neighborhood 2) neighborhood 3) neighborhood. If you want your apartmernt to keep its value in this unstable country, you'd be wiser to stick with Recoleta or other more upscale parts of Barrio Norte, Belgrano, etc. Some Americans and Europeans like more "Porteno" neighborhoods but the reality is that these areas are far riskier from a resale point of view. In my opinion, a smaller apartment in a better beighborhood is a wiser decision - if that is possible in your situation.
